This is the second cup of coffee Daniel ____ this morning.

a) drinks
b) is drinking
c) has drunk

If you held up an empty cup it would be c) If the cup still have some coffee in it, it would be b)

b) is present tense
c) is past tense

Using drank would be fine too. You have to love the weird nuances of the english language.

c) isn't past tense, it's present perfect.
