Apperently the Firewall(from what I've read from
here) recorded the last status from the server / ip, before blocking SA:MP.
On other servers where you wasn't banned, the Firewall, when blocking something, it stops all incomming and outcomming informations. On this, what SA:MP only does, is searching for the server ip, but it can't find it.
In one sentence: You can't connect to a server when Firewall blocks SA:MP. lulz
