as long as there is no contact it can't be called like that

don't forget about sync/lag delay
cars that are side by side, in fact your oponent is ahead you, so...

max can call it whatever he want, but its not allowed.(his point about ping is right though)
while mistakes like this can happen, it's not allowed to do this on purpose or frequently at all.

If you are pressing W and D and forcing him to not make the corner, yes. If you are only pressing W, the option is for him to either run into the wall or slow down and join behind you.
