here what i think (ye, sometimes i do that)
race price based on record time:
example:

1 second = $100so cost of DoubleYou is $1391, while LSRace2 is $19591
player pays for it, BUT MONEY DOESN'T GO TO admin, (this way we won't have fights between admins or players)
player just spend money for it, server loads ordered race
then admins get a notification about players request, and they can delay race, but not disable or skip it
example:
player1: /request DoubleYou
[INFO] player1 ordered DoubleYou for $1391
player2: noo, drag ruin my winstreak :(
[INFO] Admin1 has delayed ordered race
-(player2 wins again, 3 win streak)
[INFO] Admin1 has delayed ordered race
[INFO] Admin2 has loaded New_Race
-(player2 lost race, admin doesn't delay ordered race anymore)
