i don't think it should be. too many people are getting buildmode licences and not having a clue how to make a basic grid, they just guess the tests and then get given a chance and they totally fail :/

Maybe we should put a limit on the total times people can do the test within a certain time.. For example: If you fail the test two times, you should wait a week to take the test again.
