Nah, there are some Tracks in Poland. In Wroclaw and Poznan. Kubica drove in Poznan some years ago, I remember this cause I was there

"some tracks". You didn't mention that upgrading those tracks to F1 standard would require a LOT of money. Also paying for F1 licence every year.
