Hmm i think the reason might be the lack of power given by PC to your mouse. You should check if the red beam works when the mouse "doesn't register it or flickers between aiming and not aiming" (I hope you have the laser/optic mouse, not the one with the ball eh).
If that's confirmed, then you might have problems with your power unit. Also, if you have many USB (or any other) devices connected to your PC, you should try unplugging them so that they won't suck the power.

Valenok finished 0.33:706. Difference from Snoopy is 0.275 seconds. If such difference appeared on 404 or other extremely short race that would be more plausible that he hacked. But this race lasts 40 seconds. I wouldn't be very sure that he somehow hacked or used some bugs because of such a little difference.
That's what i think about the situation.

The counter brakes right after some race fails to load (it was Metropolis_street).
