Title: [BUILDMODE] Disable time changes option [Added]

How about:

Being able to set a time in buildmode, but time doesn't progress.
So the time stays at e.g. 21:00 for the whole race and doesn't
move forward through to 22:00, 23:00 etc.

This would help when using weird weather, so instead you get that
death weather, it stays on the cool one you chose it for.

i prefer dynamic time and dynamic weather. imo its cool when first part of a race is at night, second is at the morning. weather same but is impossible to set rain and next sun in one race :(

would be nice to have an option though, some weathers really look horrible with dynamic time
