hi Godfella, again, update drivers for graphic card. Then, find and delete gta_sa.set (you can find it in My Documents folder. This will erase all your configus). Try to run in compatibilty mode (Windows 98) and/or lower resolution and detail. Also set the frame limiter to off.
If you can't buy a new pc, try to ask some friend or someone you trust. I personally have never spent a euro for the pc's i own. I always asked for and found. If you do not have too many claims you can find a good pc, or the parts to assemble

i really don't understand mate... in the first video you actually login in server for a minute or two, untill game crash and seems to see a background window display a warning about suond (?). In the second video you login as well too and i didn't see crash or whatelse.. apart the message about low fps, which it is obvious with the hardware specifications you had 
Anyway, the drivers MUST be ALWAYS updated, also if you don't play games at all. In addition you should update your operating system, at least Win 7 imho. This for security reason first, but not only.
Anyhow the server accepts you're login, that mean is definitely a pc problem. Maybe the graphics card can not make it

Hope you're reinstallation goes well. Let us know...

Hi, i was spoke about "firewall configuration" (i thought you were with Win 7, which has a built-in firewall)... but from what I understand it seems like you do not have any. Consider to install one. There are several free. Here you can find a comparative list down here

About SAMP, i do not know if the cause could be related to the Radeon driver, but definitely you have to updated

I encounter this problem since many years ago. AFAIK it's both server and cpu related. In fact, it should be a bit more lightweight on cpu if you log as Guest (i think because in guest, server has less operations to recognize); but also gpu and cpu do their part, for example in SK race (at start) or during some SK in that places where you got many vehicles (placed all close). If your PC got few memory and/or many tasks to do (except for SAMP) you can try to install GTA SA on an external HD to make it less work on cpu and I/O jobs. Also a pc defrag can help bit...
