since percentage points weren't mentioned i'm inclined to agree with the 100% x 0% = 0% interpretation despite it sounding wrong but then again so many people say percent instead of percentage points and from context it definitely makes more sense that way... but once you go into context it's more of a semantics argument.

depends does the 0 represent precentage, or result from the precentage.
if precentage, then 100, cuz 0%+100%=100%
if result, then 0, cuz 0+100%=0*2=0
