Video Card help

Hi guys so my plan now is to buy a new graphics card because my HD 5450 isn't doing so well even with older games (I bought this way back when it was still new at that time).

I find it rather annoying because my FPS drops more horribly when I stop my vehicle (Smokes) with my ATi card in and find the much older 8400GS and GeForce 210 do good in GTA SA.

Should I buy an NVIDIA counterpart for my HD 5450 or go a little bit further?

My Power Supply is just 250w (I know this is to low but I had so many cards even the 7900 GTX ran fine without shutdowns or whatever problem that is).

Change it to at least 430w and then buy a nvidia videocard made on this year.
