Every admin should wait for a different admin to take action? I kinda see a flaw in your logic...

no, if you see someone is not racing, chatting, etc, you can wait for him, if no response do it yourself.
also, if your going for rec or you're like 3rd and see someone being 15th its a safe bet he can do it...

Server quality > winning & setting records.
As many admins as possible should stop to spec one player for definite proof.
