I think it's a bug... so when you finish a race in normal world (/race) and then the vote list pops up and WITHOUT voting if you type /tt and choose a race and THEN vote for a race during the countdown of the race you loaded you will be able to start (which means you can already begin racing during countdown)... like it unfreezes you

i found one more TT bug when race starts with vehicle select mode and you enter /TT, you can choose a vehicle from menu
