Eh everything looks like upside down,where video card and other slots are on right side and PSU.
Plus its amazing to see cooler on video card is on top 
Definitely weird motherboard standard by Dell

Your words doesn't touch me cause i know who are you,probably in real life wouldn't say you even hello after shit what you did and still do to me and my members.But must recognize after you ain't admin you doing all that on such worst way than when you was in admin team.
While you was one of us it was more easy to prepare on possible problems with you but now its way harder.
My admin status touch your feelings,who the fuck are you to tell me do i deserve or not?
Why you wasn't were honest to leave admin status 2 or 3 years ago when most of people were against you after your fail bans and constant fight with me or couple more people?Am pretty sure if you were honest probably you would stay friends and this shit wouldn't even happens.
Why should mooman say any to me cause he already knows that only with who i have/had problems is you.
About twisted words,must correct you cause you did many times with mine to present me like looser or somebody with who people shouldn't even talk or make friendship.Must say you did well cause most of kids now days doesn't talk with me but i not care much.
You did your job so if that is not enough for you must be ungrateful,so grow up and take look on other 'opponent'
Am tired of fighting with you and as well my members give us breath and peace cause we wont fight against you anymore.

What is truth,that you do provoke people and making sarcastic jokes with them and when they do start protect own ass you are about to make them feels guilty because of that.

I did 540 km for 25€  in my grandpa's Golf mk2 with LPG (autogas)

That is average usage cause LPG-autogas  is cheap,it cost half or price of petrol.
Even my Mazda with nearly 140hp for everyday 'drink' 14L of LPG per 100km and that cost less than 7 euro
Most people in 'east' Europe driving on LPG even me but simple you can't compare experience on LPG and petrol.

3 gears was common system that ages and there is no problems with that.See they still working after 20 years...Its more about engine cause there is very powerful engine 1.6 or 1.8 more than 100hp and when people have no experience with automatic transmission and due huge traffic in french towns easy touch 15L per 100km also if engine is in bad condition due laziness of people to do proper service on 'old' cars...
Everything what you said above about cold start seems that car 'begging' to visit some service.

The GTS450 is the more powerful over the HD6670. The HD6770 at a great price and more powerful than both.

Windows XP wont help him much,ati 2400 is onboard video card.
In some games your previous x600 is double faster,that is enough to explain how weak video card you have at this moment.
If you not want spend lot cash,buy some used 9600gt or 4850 both cost less than 50 euro,am sure both still can run smooth any game what you play.

Hmm am not quiet sure about CCcleaner or Advanced System care,they do something in registry but cant say am 100% sure it will help.Mostly time they doing great job,but also they can make mess and cause game,programs stop respond...
I can suggest him to manually delete SA:MP keys into registry but since we both know that every game making 100 or more can be really painful job,also there are plenty similar named keys so you can make worst than making SA:MP playable.

Simple as moo suggested above install game somewhere else and would be enough to avoid problems.

And Karlip i have got similar problem,nothing useful i found on SA:MP forum,people just having random ideas and no one is 100% correct to suggest Simon he can deal with SA:MP crash,or to be honest i can suggest him to make fresh installation of windows and i can guarantee 100% but that is last solution.
