The FPS System depends on your internet connection. Once your ping spikes up or you get packet loss the server will think that the player have a low FPS. You wouldn't have this problem if this was client-sided (I mean..Download the scripts first before playing)

DDoS attack sending hundreds/thousands of fake join requests per second. The firewall automatically rejects most of them to protect the server and allow those already connected to play without lag. If you keep trying you might be able to connect but the chances aren't high.
