Title: leave them in timetrial at least pls

about neons
if they are disturbing in race mode, disable them for one world and normal, but please keep in timetrial races at least (i mean TimeTrial mode, not /tt)

generally only 18 or 19 vehicles fit Bullhorns
around 30 are ok with TAXI sign

btw whoo made that TAXI sign it looks ugly i could make better one with night light support and stuff
