Actually,I think the evader scanner will show you 100% as long as the name matches a previous ban, even if the IP is different. I've been close to making the same mistake a few times.
His name, Rocker, matches a polish guy who got banned. Which made the scanner to give you an 100% indication that this guy is evading. I am however not totally sure this is the case. But It's the only reasonable explanation since his IP doesn't match any previous bans.

The firewall automatically rejects most of them to protect the server and allow those already connected to play without lag. If you keep trying you might be able to connect but the chances aren't high.
