There are always ways of figuring it out, for instance the chat in the video evidence will reflect what was said at a particular time, so chat logs can be used to trace what race was being played at the time (same goes for whether a user is in /stunt or not).

Regardless, I think it goes without saying that anyone found to be fabricating evidence will be banned.

Fake, obviously not real Pino. I will investigate this with admins and make sure the fake Pino is banned.

Maybe this is a photoshop, the text is on blue sky which is very easy to fake. :L

Deliberate race sabotage should be outlawed, blocking someone to stop them overtaking you should be allowed. I think any rule should specify the sabotage factor because otherwise people will complain all the time as if IV has the same rules as standard.

Either way, rule or no rule, I'd kick anyone I saw deliberately spoiling the game regardless.

I heard also in USA , legit age for driving is 16 . In France , it's 18 and young drivers has a limit in fiscal horsepower and also in speed .

In the UK it is 17, there is no limit for horsepower but insurance is so expensive young people can't afford to run anything with more than 70hp.  :L

For most people insurance for the first year is worth more than the car.

The games console really needs to die, it is bad for everyone involved, the only way to kill it is by spending money on PC games so the publisher knows you are worth the effort.
unfortunately, i don't think consoles will ever go anywhere, because a lot of people simply find them way more convenient (and, face it, cheaper, at least while the generation is new), and by that they are automatically the targeted "mainstream" platform.

I admit my idea of a console-free world is too romantic, but Sony is on the brink of bankruptcy and Microsoft is tired of trying to fit in all their diverse projects into one business (on top of it all consoles are huge loss leaders). It would be easier for everyone just to give it up and let other companies make standardised 'PCs' like the Steambox for the uneducated consumer, consoles are already heading towards PC in terms of processor architecture, installers and customisable HDDs: we just need to remove the suffocating elements that XBOX Live and PS+ bring.
