Title: How to chnage time ?

When i open the "profile" and then "Look and Layout Preferences" there's a window

"Time Offset:
Number of hours to +/- to make displayed time equal to your local time"

And there i write +10 or anything else, but it doesnt change. Can I do something with it ?
