Yes Svchost.exe - Windows Update often hogging CPU and memory resources if Update Agent isn't updated to latest version especially on Windows 7 since Windows 10 option came as upgrade - Which can result FPS drop and generally any game lag cause no resurce is left or free...

Not sure who suggested you to downgrade operating system from Windows 10 to 7 cause certainly newer version is better coded(optimized) to great hardware what you have it especially in games.

For example even on older hardware Dual core CPU, 4GB ram and video card with DirectX support 10.1, Windows 10 goes perfect with decent FPS what wasnt experienced in Windows 8.1, tested on couple machines already.

If you have it 60 FPS with yours hardware in game which was released back to 2005 i am sure something is wrongly set in your drivers or even in Windows settings(check in Task Manager Processor affinity - 8 cores) cause your FPS should be stuck on 100 like 90% of time .

Make sure to install all necessary drivers, you are free to try DriverBooster for example

SA:MP still run under Windows XP but problem comes with his low budget video card. ATI radeon(old cards) never were friendly to GTA due bad optimization of Windows 2000/XP.
There are plently topics(use search list) about wierd problems with ATI video cards... I have faced few.
Solution exist, borrow some Nvidia card if plan to stay with Windows XP or as is already said in upper posts install Windows 7 and you won't see same bugs anymore.

Not all ask for good hardware to be playable as you know. Its not same if you walk around map and if you driving infernus if some fog is set as weather. Its matter of FPS, old hardware and not optimized(fully updated) operating system could easy crash game same as in his case.
But lets wait him to respond first, before me make final conclusion

Give some more information such as what message appear on your screeen (log file should be fine)also what operating system you use including hardware specification. Without useful details there is no chance to even guess what is going on with your computer....

I7 processor and large 17.3" display easily kill baterry autonomy so soon or later you need charger AKA siting somewhere to charge battery to even use that laptop so point of mobility has gone. Why don't you buy some gaming desktop with way better hardware for less cash and eventually use cell phone/tablet when is needed mobility

Even if card is nearly 10 years old, at least you can install/use Windows 7. Card is more friendly to newer systems due compatibility to DirectX 10
