I already had this made as a plugin for something, so I adapted it into a command line app.
Examples:
toggle mute on microphone:
increase volume by 5%:
decrease volume by 5%:
see cvol /help for more options
line names are same as in windows volume control
I only tested this on xp, it may or may not work on vista/7 since it has a new mixer api

how about
1. put tt races back in main mode
2. remove all races in /tt that are in the main race mode so the only races available in there are difficult/hydra/really long races
Done.
also randomized tt race lasttimes in the db to the last 5 days so there won't be a flood of tt races in the vote menu
