Title: everyone gets bail message [Fixed]

when someone gets sent to jail and they type /help, everyone gets the "Type /bail. don't fight" message instead of just the person who typed /help

Fixed.
  Information: 
Server was sending message to ALL, instead of to the jailed player.

yeah, it's pretty annoying
