Although that doesn't show specifically about Europe, you can add pretty good filters in the research. I'm 100% sure the Xperia X10 mini pro was available in France (but it's pretty small). I think Desire Z as well.

Well I didn't check again what are the phones you currently have and how much they're worth, but if you don't need multiple phones maybe you'd better sell them, in order to get enough money back to buy a mid-range smartphone. Of course if they're hardly worth much anymore it's normal that you don't want to bother selling them.

If you're willing to buy a second hand phone you should certainly find one that fits your criteria within 150€ in perfect condition, probably even less, or maybe you should even ask around if you know somebody getting rid of their previous generation phone to get the newer ones, you might get a better price + you get a better source to tell you if the phone has any problem or not.

Not sure it would suit your criteria for battery and solidity, depending what your standards are:
I have the SE Xperia Arc S for about 2.5 years or so, I don't know how easily you can find it brand new in a shop, but 2nd hand "like new" would probably be anywhere between 100 and 150€ here.
I've dropped it quite a few times unfortunately, a few times on the asphalt while walking (so about 1m height), the screen got absolutely 0 damage, all it got was some tiny dents on the corners. Don't be fooled by the light weight and plastic of the back, which give the impression it's very fragile... well apparently not, I've never used a case.
For the battery, it's probably around the standard for smartphones of 2-3 years ago... so maybe you'll want more, idk what your standard are. I think the battery is decent, unless you use a lot features that take a lot of battery, you should be able to go for a full day without re-charging it.
The camera is good enough for text I've used it several times.

I'm starting to consider changing it, probably will in a few months depending on what's around, at the moment I have my eyes on phones such as Huawei Honor 6, Xperia Z2(a?), Galaxy S5... it'll depend mostly on the prices in a few months, maybe even in a year, I'm in no rush to change it anyway.

There is no chance to get an unban here, obviously you will be allowed only to come back in 2 years (if you don't ban evade) and ask for an unban.

You've been racing for quite some time before leaving, not just the video's length (an admin had time to notice it, tell other admins to spec etc), which makes it very hard to believe it was just some testing.

For testing such mods, the best option would be to check on other servers, or simply SP, but definitely not in AX and race mode (stunt mode would make it easy to test as you can set weather and car, but it's still forbidden). Anyway, same sanction as for any other illegal mods should be given.

I have a suggestion related to this issue (which is why I didn't post it in the suggestions board), don't know if something similar got suggested already:

Pair the future money use (of buildmode) with vehicles and race mode quotas. Vehicles and race modes will have quota brackets.
For example supercars each have 3% to 5%, IV races 4% to 6%, SK 10% to 20%, strange vehicles 0.05% to 0.1%... these are random examples of numbers, might not be the best.
So if the number of races with the vehicle/mode if over the high bracket, the cost of making a race will increase (exponentially in order to make it extremely expensive if it's way over the quota). And same if the number of races are under the quota, make it cheaper.

It might take a bit of time to set quotas for vehicles and race modes but in the end it may be fun (and useful).

I am sure it's far too much effort to steal one of those cars, in the UK even un-tracked civilian cars aren't worth stealing these days unless they are worth a lot of money (to offset the cost and effort of changing the vehicle's identity). If you don't want to change the vehicle's identity you still have to ship them to places like Africa where they will sell for considerably less and you will have to pay for shipping (plus you risk getting caught at the shipping dock too).

Well you can still sell the parts, but are you sure cars are cheaper in Africa? In France it's very common that used cars of low value are bought by people who just export them to African countries (Ivory Coast, Madagascar, Cameroon...). Some friends who only recently came to France from Africa told me many cars can be sold 3 times as much over there.
But it may be nuanced a bit by the difference of price between cars in UK and France too, they're a bit more expensive in France. And I don't know how frequently they check cars when shipped, but I once used the ferry from Dover to France with a car, they didn't check anything, not the driver's licence, not any papers, not even took a quick look if something strange could be in the trunk. Just a piece of ID for the ticket as far as I remember.
Renault Twingo (a small quite shitty and cheap car for those of you who don't know it) was for years the most stolen car in France. I think recently the BMW X6 took it over. So I think it probably can still be worth stealing a cheap car.

But back to the "public" car topic, yeah I think it can be convenient for some people. We have it in some places in France, it's been around for a few years, but I don't know how it works (I think you need to pay for a membership) and I'm not interested in using them. They're a bit ugly but who cares, it's not bad that way because they attract a bit of attention and maybe encourage people to look into that alternative. And I think they're all 4 seats.

There are a few cameras that allow you to take pictures without having an internet connection, but I heard they're expensive.

Plus, in certain areas even in the desert you may get reception on your phone (especially with a village around) so it is still a possibility if you can't afford a brand new camera with offline features.
