You evaded multiple times, consequently that date (18/01/2018) is not correct. We have to count how many times you evaded before saying what's the correct unban date. Anyway no, you have to wait for a lvl2 admin to unban you, after that you can join the server.

From what I understand, should I expect any level 2 admin to answer here?

Meso, today is 1/18/2018 the date of my desban, I can already login or should I expect some admin level 2 to solve this ban?
