Timecyc and EffectsPC doesn't give any kind of adv. it just increases your FPS (frames per second) and according to whats written in forums
its legal

You used a mod which bypasses the usual FPS limit from SAMP of 100. Higher FPS obviously gives you an advantage.

and as i said give me chance and i'll make sure reinstalling My GTA Folder i don't want to be into a trouble with admins once again
