Actually,I think the evader scanner will show you 100% as long as the name matches a previous ban, even if the IP is different. I've been close to making the same mistake a few times.

His name, Rocker, matches a polish guy who got banned. Which made the scanner to give you an 100% indication that this guy is evading. I am however not totally sure this is the case. But It's the only reasonable explanation since his IP doesn't match any previous bans.
