You never really mentioned the first things that you have done in the first place so accept that I was only trying to help you. To the point, I don't think you need to reinstall your Windows in order to end that, that would fix it but it's not necessary. Have you tried running Gaming Booster or testing your FPS while using it? Also while you're gaming do you run YouTube/uTorrent or any browsers? They mainly cause these FPS problems when you are running something on the background.

All programs closed, no torrents etc so game booster is useless at this point, works as placebo

You might probably have to kill some programs running in background, to disable them, do:
1. Type ''msconfig'' in the start button (Without the quotes)
2. Click on the Startup tab, then choose the programs that you want to kill (WARNING: DO NOT KILL SYSTEM PROGRAMS AND HARDWARE SOFTWARE, EX. AMD Catalyst Control Center or else your computer will get unstable and might cause to crash.
