No, had use before win8 and samp could give only 90 fps with lags, although on win7 it gives 100 easily. Only 60 fps on win8

Ye thanks Miko, now only thing is my fps is not really high... 50/60.. any helps for that?
Got FPS limiter already off.

Maybe important for the people who also have this problem is to tell in your first post how you solved it.
