'too low fps detected'

[FSR]Ush:
Because I know this needs finetuning.. I sometimes have huge lags (roomies on the interwebz), my ping is high, my lag is big.. and at these times, the server says my fps is too low, so record saving is turned off... I'm not sure what's causing this, because my fps are not dropping in that period.. but maybe I get unmeasurable during the lags and the server thinks I am having low fps?

i will see how much it can be avoided, but of course there is certain limit after which internet quality is just not good enough.
