We could have a buy race auction every hour or something? Highest bidder at the end of the hour gets to choose a race (long races not included).

maybe we could do:
load if top1 < 5 min and top10 < 7min

ERROR: This race can't be loaded because is so long.

and for continuous buying, "The same player can load only 1 race per hour"

Vote Kick:
Kick a player if more than 50% of the players in server agree. Good when have a hacker and no admins.
» /VoteKick [playerid] [reason]
» You can open a vote only if at least 5 players online
» You can't open a vote if the playerid have a win streak
» If a player try to kick the same player for 3 times consecutive and the server don't agree, the player will be blocked for 1 hour

Nice idea. But that won't work here, like Karlis said.
I've seen many players raging, cause they didnt like someone. They started flaming, ramming, blocking...all. If these guys (you too, FuriaN) would get kick rights, that would be as good burning matches in a matches factory! 
Of course, kicking would be helpful, but not with guys, who can't be neutral.
These guys get rammed, then they cry, and start a chase on the rammer, until he leaves.
So: /votekick only in Call of Duty

agree, 80% of time have admin online, no need this.
