I don't know for others, but It was hard for me to make gta sa work in win7 64bits. Sometimes mouse didn't work, and sometime it did. It was weird.

Try to use GTA SA User Files from a Win7 system, maybe it's that

I had the same mouse problems while working a bit with Win7 (although 32bit). Set the gta_sa.exe process priority to low or run this code in Autohotkey and put it in autorun to avoid switching the priority each time you want to play:

Process, Priority, gta_sa.exe, Low
}[/spoiler]
Another option is this programm - it'll automatically lower the priority of all CPU-eating apps (works on the fly).

No idea about knutico's problem though :( haven't worked in Win8 so far.
