Is there a way to track someone where he is located by his phone number?

Situation is very bad, step dad took almost all our family money and doesn't pick up his phone (he is probably gambling, he did it many times in past)

So we want to find him where he is...

Also he doesn't have GPS phone

The police should be able to do that.. you can't do it since it inflicts with the privacy of the person.

there is no other way, its not that easy. police wont do anything too.
best imo is just searching around gambling places.

No GPS no chance to track phone....
Also if he doesn't respond on call that makes tracking even harder

Right now you should call the police to find him, but I suggest to install some tracking programm in his phone. What I found after a search: App 1, App 2, App 3, App 4, App 5. Check which of them would suit for his phone. Well, this would be rather tricky and unethical, but I don't see any other ways to solve this problem (except for police).

That is a non Dutch bank.. you still owe us money!

But what I actually said: the Dutch government did back up all errors so far.. so no individual lost money, the society as a whole did. (And again, thanks to IceSave)
