I can't quite understand what you're saying there, but it sounds like either you or your brother cheated when you first played here, which is a bannable offense anyway... and then there's this ban, where you definately cheated. Either way you're not innocent, so you will stay banned.

You could install 32GB of ram and dual I7 processor GTA:SA doesnt run well with new hardware....
New SA:MP is limited on 102 fps so only people with ping above 50 could make records there
