Tell this to developers and they'll kill you :L Well, they don't want to compare this game with GTA, because the main point of this game is its story. The world around and everything else isn't as important as the game story.. It is not that style of a game, where you can do anything you want. The police is tough and if you don't follow the order, they can easily kill you and you're screwed :P
