To istall the modification, go to C:\Program Files (x86)\Rockstar Games\GTA San Andreas\data

and replace the file, but FIRST, rename to timecyc.dat and after replace it, good lucky

what does timecyc.dat do?

The timecyc.dat data file contains the most important settings about the game's appearance. The settings themselves are constant and build a cycle around the whole day. So the exact name of the setting is time cycle.
