Maybe the turbo.
Turbo starts working from 2000rpm. (At least strarts from 2000 in my Fiat).
Check it.

Turbine works whole time,but with different rpm makes different pressure which result less or more power for engine  ;)

When you last time changed gas filter-dirty diesel could affect system which result on low rpm engine doesnt have enough power.
Also its common when customer drive his car on low rpm long period 2000-3000 rpm engine turn lazy,so if you have some highway near you try force bit more engine for example in 4th gear 4000-4500 rpm  for minute or two just to burn all shit what appear in system with cold weather and slow ride.If nothing of this helps you,go in service they will fix your problems.
