Tricky decision, but he says that he can play when he gets the right ranges. So it's more like a choice between less cheaters or easier access for a player.

eventually the rest of his ranges will probably get banned too. since cheaters share the same ranges and can restart their routers too

Leave one range open.. just thinking aloud.

p.s. I am kinda on the same situation..
Most of my ranges are banned caz of Dabar case!
But rebooting modem takes less than seconds from control panel!
