non spec. i noticed i was getting blank atmospheres when i tried to spec people because of this

Strange, SA-MP funtion is GetPlayerTime(id, hour, minute), but for some reason it wasn't working right.

I've created values for both hour and minute, so if the players time changes, it should be synced right when we enter spec.
