ping dependence

i want to know on actually what factors does ping depend on........................is it graphics or just broadband speed?

distance from server (is in UK) to your place..

so I live in the Netherlands... so i have a low ping..
But if you live in Latin-America.. you have a much higher ping!

Ping also depends on your system, take for an example, my old computer, it sucked, HARD. Whenever i tried to join a Counter Strike server, it lagged for like 1 minute, and then i got kicked because my ping was about 500 or so.
