Looking closer at the video you can see, that AI opponents drive like many other players (crashes, spin-outs, etc.. just mess like in video) on the server, so this will looks almost same in SA-MP, just needs 12 laps...
The only problem is to fit one world grid... and find that dark weather...

Just use a massive feeder lane into the oval so the track looks like a 9 or 6

Probably maximum of 4 per world then...otherwise I can see a big crash at the first corner, or as everyone veers towards the centre of the road.

We can see from highscores some goods players but banned,
if they get banned for ever, so any reason to keep records from them.

Or some records was getting by players like F4 or Jake for example, some tracks keep old names, and it's a little confused about us.

So can we delete some records from banned players
and make an upload from falky, [SR]Jake, [2F2F]Patrx, [2F2F]Fure, and others if you find others??

if they weren't hacking the records shouldn't be deleted because you're just giving people fake recs then.

Here are some imaginary highscores:
1. Player1 14.999
2. Player2 17.432
3. Player3 17.441

so if Player1 gets banned for being rude, we should delete that rec and give people the illusion Player2 has done that track faster than anyone else? It'd be a lie.

If you want to get a better highscore, don't ask us to delete real records, beat them

I'm not too sure what you're talking about but if you're talking about /tt they can't be changed (yet) and if you're talking about the race creator name not changing, i don't really see the point of doing all the work for something like that. with the highscores, you need the same name to get your scores added on the leaderboard and also so someone doesn't have 2 highscores on the same race but it doesn't really matter for the race creators.
