Repairing vehicle in freeze mode [Fixed]

Repairing vehicle in "freeze mode" cause freeze just as if it has been hit.
Looks like server checks if there is any difference in car' health, both up and down, but it would be better if server would check only negative changes.

Arghh, thanks for the report, really stuck on how to fix this atm. I'll [WIP] it for now.

EDIT: Fixed with simple health check
