Elegy, Flash, Jester, Uranus, Sandking, Bloodring Banger and other vehicles - texture fixes
DFT-30, Roadtrain, Tanker - wheel fix
artict1 - specular lighting fix.  WIP (Sandking, Super GT, Uranus, Sadler and Dodo)
Fence texture fix - Not used in game but can be used in MTA map editor (objects ID's 970, 974, 990 - 993)
(all textures original from R*)
