If your using Dual or Quad Core, use Ax icon, if you don't and still wanna have better fps, you will losse quality in return of speed... Set your grafic card to Performance Mode, or even overclock it using RivaTuner... You could also overclock your pc, on bios.
On game, low as mutch at you can play the settings... and more, don't use regualar chat, it eats you a lot of fraps... if when you join to server you press F7, that 2nd chat will keep you focus on racing, and don't eat you as mutch fps as the outher one did...

dual core is shit!
overclock a lattop doesnt sound a good idea at all XD
and one thing that i HATE about 0.3 is that when you turn your chat off the mip mapping goes off too :X
