Spoke to Dexx: maker of the SAgfx mod, and he is going to make it compatible with my cars in the next release!

but vehicles are darker now and some wheels got these renderings too  :-\ i guess he replaced specular lighting with this rendering

aw bleh :( looks like it is to do with the fps mod or something, i disabled it and the ps2 mod thingy looks normal

Yeah I prefer the older mod which only replaces environment mapping instead of all specular lighting, but he always releases the source code so hopefully we can tweak it ourselves to our liking.

Here settings, but dark cars (without specular lighting) gives you more fps

I meant how to make them look not dark with the PS2 reflections mod posted above without removing the more fps mod.
Snoopy said he removed it and they looked normal. But I don't want to remove it :P
