HAHAHA.... damn, you just don't have a clue do you, incredibly ignorant. There is a LOT of skill required in racing, having a bad computer does not doom you to being a bad racer. If your computer was better and you visited a racing server, you would still get pwned by much more skilled opponents. Having a better computer than someone else only gives you a small time gain in a few 100 milliseconds or less, it's really not a huge advantage, nothing you can't beat with pure skill. Unbelievable ignorance.
Thesis
You fail. If I am the person with the shit PC (which I am) and I am racing against someone with 100 FPS ... they will win all the time, doesn't matter about skills they can crash 10 times in the race reverse out and keep on going and still win the race. As soon as someone with a better PC is infront of you, you might aswell /q the race.
Racing on SA:MP/GTA is nothing compared to real life ... nothing. So whilst indeed you do need a fair amount of knowledge about how to handle cars on this game, and a fair amount of knowledge on the map .. the rest you need no skill for. You hold a few buttons like Seif said.
If you want to experience something closer to that of real life racing, play a simulator (Gran Turismo for example) with a steering wheel and pedal set .. now that takes some skill .. but like I said, racing on games is COMPLETELY different to driving irl (which takes huge skill).
Conclusion
You need no "skill" to drive on SA:MP.
